This innovative delivery model could create greater access to postsecondary education for returning adults, low-income students and working adults needing additional skills.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At least seven competency-based education bills were introduced in 2017 with two bills enacted and five still pending.
