{"id":736,"date":"2012-02-06T14:46:15","date_gmt":"2012-02-06T18:46:15","guid":{"rendered":"http:\/\/coreeducationllc.com\/blog2\/?p=736"},"modified":"2012-04-25T17:19:47","modified_gmt":"2012-04-25T21:19:47","slug":"fate-of-hawaiis-rtt-grant-remains-uncertain","status":"publish","type":"post","link":"https:\/\/www.coreeducationllc.com\/blog2\/fate-of-hawaiis-rtt-grant-remains-uncertain\/","title":{"rendered":"Fate of Hawaii\u2019s RTT Grant Remains Uncertain"},"content":{"rendered":"<p>In the latest installment of the back-and-forth of Hawaii\u2019s struggle to uphold its Race to the Top promises, members of the Hawaii State Teachers Association have rejected a contract that included a provision for a performance-based compensation system\u2014one of the measures Hawaii promised to take under the grant.\u00a0 Had the contract been approved, a labor dispute against the state would have been dropped and negotiations on reforms could have begun.<\/p>\n<p>Last month, Hawaii\u2019s progress towards upholding its grant promises was rated \u201cunsatisfactory\u201d by the US Department of Education, which also and placed the state on \u201chigh risk\u201d status for having some or all of its grant money revoked.\u00a0 This was all prompted by Hawaii missing a major deadline for implementing financial incentives for teachers to work in low-income, low-performing communities.\u00a0 This deadline was missed due to ongoing teacher contract\/labor dispute.<\/p>\n<p>The proposed contract would have continued a 5% pay cut for all public employees (including teachers) to trim down the state budget.\u00a0 After June 20, 2013, teachers would have been put on a separate salary schedule that would have recognized years of service and also allows for a 1% step increase annually under the revised teacher evaluation system included in the contract.<\/p>\n<p>Many observers are wondering whether the US DOE will follow through on its threat.\u00a0 \u201cThis is a bit of a double-dare to the US Secretary of Education.\u00a0 This is really a direct challenge to him.\u00a0 Hawaii has really become the poster child for implementation challenges for Race to the Top,\u201d said Frederick M. Hess of the American Enterprise Institute.\u00a0 The rejection of the teacher contract proposal makes it \u201cdifficult to do anything but revoke the grant,\u201d said Michael J.
