{"id":734,"date":"2012-02-05T14:45:12","date_gmt":"2012-02-05T18:45:12","guid":{"rendered":"http:\/\/coreeducationllc.com\/blog2\/?p=734"},"modified":"2020-03-03T18:28:49","modified_gmt":"2020-03-03T22:28:49","slug":"states-prodding-students-to-graduate-early","status":"publish","type":"post","link":"https:\/\/www.coreeducationllc.com\/blog2\/states-prodding-students-to-graduate-early\/","title":{"rendered":"States Prodding Students to Graduate Early"},"content":{"rendered":"<p>To serve the dual purpose of encouraging students to achieve more, and save money in education budgets, states are beginning to push students to graduate early from high school through \u201cramped up\u201d curricula and college scholarship programs.\u00a0 It is anticipated that such policies, which emphasize proficiency rather than seat time, will allow students ready to move on with their education the opportunity to do so (thus preventing \u201csenioritis\u201d or \u201csenior slump\u201d), relieve some of the college tuition burden, and reduce districts\u2019 instructional expenses.<\/p>\n<p>So far, Idaho, Indiana, Minnesota and South Dakota have approved \u201cearly graduation\u201d scholarship programs; other states have legislation in the works.\u00a0 However, the proposals are not without opponents.\u00a0 First of all, districts are concerned at the reduction in state funding these proposals will prompt.\u00a0 Second, the nonprofit group Jobs for the Future has argued that these policies to do not serve low-income and underrepresented students, and some of the existing policies do not have clear indicators for college readiness.<\/p>\n<p>Representative Pat Garofalo from Minnesota disagrees with this assessment.\u00a0 Incentivizing early graduation turns the high school diploma from a \u201ccertificate of attendance\u201d into a \u201cmeasure of knowledge.\u201d\u00a0 If kids have the chance to receive scholarships for college or to enter the military, the y will work hard to graduate early.\u00a0 Minnesota\u2019s program could save the state $1 million a year in per-pupil costs.<\/p>\n<p>However in states like Kentucky, such programs have been unsuccessful in the legislature.\u00a0 A spokeswoman from the Kentucky Department of Education emphasizes that the important thing is to get all children to graduate college- and career-ready; deferring resources from those who need the most help in graduating to high achievers who are already college- or career-ready should not be on the table.<\/p>\n<p>Another early graduation model is a pilot program called Excellence for All, supported by the National Center on Education and the Economy.\u00a0 It is not a financial reward incentive, but focuses on a rigorous core curriculum for the first two years of high school.\u00a0 At the end of their sophomore year students are given an exam.\u00a0 If they pass, they have the option of moving on to community college or to take college-prep courses for the final two years of high school.\u00a0 Marc Tucker, NCEE\u2019s president, argues this is a program for both over- and under-achievers.\u00a0 Those who excel at school are given the opportunity to move on, while those who struggle are given proper supports during their first two years to get to the point where they will not need to take remedial courses in college.<\/p>\n<p>Both models have widespread consequences for educators across the country.\u00a0\u00a0 In the era of accountability, the early departure of high-achieving students could negatively impact the student outcomes indicators included in most teacher evaluation formulas.\u00a0 Furthermore, less per-pupil funding from the state means tighter instructional budgets for districts, which could lead to more layoffs and fewer hires.\u00a0 These issues and more will be discussed at an upcoming <a href=\"http:\/\/www.edweek.org\/ew\/events\/chats\/2012\/02\/27\/index.html?qs=early+graduation\">chat<\/a> hosted by <em>Education Week<\/em> and featuring both Rep.
