{"id":691,"date":"2012-01-05T14:14:41","date_gmt":"2012-01-05T18:14:41","guid":{"rendered":"http:\/\/coreeducationllc.com\/blog2\/?p=691"},"modified":"2012-04-25T17:36:45","modified_gmt":"2012-04-25T21:36:45","slug":"capss-releases-proposal-to-transform-connecticuts-education-system","status":"publish","type":"post","link":"https:\/\/www.coreeducationllc.com\/blog2\/capss-releases-proposal-to-transform-connecticuts-education-system\/","title":{"rendered":"CAPSS Releases Proposal to Transform Connecticut\u2019s Education System"},"content":{"rendered":"<p>The Connecticut Association of Public School Superintendents (CAPSS) released a sweeping proposal last month to transform the state\u2019s education system to better \u201cplace the \u2018learner\u2019 at the center of all strategy and action.\u201d\u00a0 CAPSS identifies a set of complex problems, such as international and racial achievement gaps, low levels of student engagement and motivation, limited measures of assessment and accountability, inadequate teacher preparation, and the impact of disruptive innovations.<\/p>\n<p>The proposal goes on to assert that the \u201conly way to work on these problems is to redesign.\u00a0 The public school system must change.\u201d\u00a0 CAPSS juxtaposes current and transformative practices to illustrate the types of changes needed.\u00a0 For example, a traditional educational goal is universal access to public education.\u00a0 On the other hand, a transformative goal would be to educate all students with high standards.\u00a0 Age-based grouping is another traditional practice, while a transformative practice would be to group students based on learning and progress.\u00a0 To move from traditional to transformative, CAPSS\u2019 recommendations are:<\/p>\n<p><strong>1. Raise the Bar<\/strong>\u2014Establish globally competitive, internationally benchmarked standards in all curricular areas.<\/p>\n<p><strong>2. Make it Personal<\/strong>\u2014Personalize learning to give all students the opportunity to learn at high levels.<\/p>\n<p><strong>3. Start with Early Childhood<\/strong>\u2014Make quality early childhood experiences available to all 3 and 4 year olds in order to get all children ready to learn as they enter kindergarten.<\/p>\n<p><strong>4. Retool Assessments and Accountability<\/strong>\u2014De-emphasize standardized tests and create new methods of assessments to give students choices for how and when they demonstrate their knowledge and skills.<\/p>\n<p><strong>5. Offer More Options and Choices<\/strong>\u2014Increase diversity, flexibility and autonomy in school districts to maximize resources and better address the needs and interests of all students.<\/p>\n<p><strong>6. Reform Leadership<\/strong>\u2014Realign Connecticut\u2019s education system for success by making authority and responsibility equal.<\/p>\n<p><strong>7. Boost Quality<\/strong>\u2014Attract, develop, support and retain teachers and principals of the highest quality.<\/p>\n<p><strong>8. Involve Students and Parents<\/strong>\u2014Engage parents, caregivers and community organizations as partners in a child\u2019s education.<\/p>\n<p><strong>9. Leverage Technology<\/strong>\u2014Use technology to transform teaching and learning.<\/p>\n<p><strong>10.
