Excerpts of \u201cOur Failed Investments in Teacher Preparation\u201d appear below:<\/span><\/p>\n<p>Each year, new teachers collectively spend about $4.85 billion dollars and 302 million hours on their preparation work. But there is no evidence that any of it really matters.<\/p>\n<p><span style=\"font-weight: 400;\">Most of this money and time is spent on state-required \u201cinputs\u201d: things like passing certification tests and taking a certain number of hours of certain courses. States put other restrictions on the programs that prepare teachers, like requiring a minimum GPA for teacher candidates.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In theory, these requirements on inputs ensure a baseline of quality for teachers and preparation programs. In reality, research shows they amount to little more than meaningless barriers to entry.<\/span><\/p>\n<p>In other words, these inputs can\u2019t guarantee that programs will produce effective teachers.<\/p>\n<p><span style=\"font-weight: 400;\">A<\/span><a href=\"https:\/\/www.americanprogress.org\/issues\/education\/report\/2012\/01\/05\/10941\/getting-better-at-teacher-preparation-and-state-accountability\/\"> <span style=\"font-weight: 400;\">handful of states<\/span><\/a><span style=\"font-weight: 400;\"> and the<\/span><a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/FR-2011-10-26\/pdf\/2011-27719.pdf\"> <span style=\"font-weight: 400;\">federal government<\/span><\/a><span style=\"font-weight: 400;\"> are moving away from using inputs to define quality. They continue to regulate inputs, but they\u2019re shifting their focus toward a teacher\u2019s performance <\/span><i><span style=\"font-weight: 400;\">after <\/span><\/i><span style=\"font-weight: 400;\">she leaves the preparation program. These states measure certain outcomes of teacher performance \u2013 like impact on student learning, job placement, retention, and evaluation rating \u2013 and link those outcomes back to the preparation program.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The idea is appealing: States loosen input requirements, give providers more freedom to design their programs as they saw fit, and then make decisions about programs on the basis of the success of their teachers. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">But recent studies from<\/span><a href=\"https:\/\/economics.missouri.edu\/working-papers\/2012\/wp1204_koedel_et_al.pdf\"> <span style=\"font-weight: 400;\">Missouri<\/span><\/a><span style=\"font-weight: 400;\"> and<\/span><a href=\"http:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=2506935.\"> <span style=\"font-weight: 400;\">Texas<\/span><\/a><span style=\"font-weight: 400;\"> suggest that completer outcomes may not differentiate preparation programs as distinctly as hoped. In Missouri, researchers reviewed three years of classroom performance records for more than 1,300 teachers, all of whom had recently graduated from one of the state\u2019s major preparation programs. In the Texas study, researchers looked at nearly 6,300 new math teachers and 5,000 reading teachers from 100 preparation programs of all types. In both studies, researchers reached the same conclusion: the differences <\/span><i><span style=\"font-weight: 400;\">between<\/span><\/i><span style=\"font-weight: 400;\"> programs are very small and practically indistinguishable, and almost all of the variation in teacher preparation occurs <\/span><i><span style=\"font-weight: 400;\">within<\/span><\/i><span style=\"font-weight: 400;\"> programs. Studies of<\/span><a href=\"http:\/\/www.aefpweb.org\/journal\/teacher-preparation-policies-and-their-effects-student-achievement\"> <span style=\"font-weight: 400;\">North Carolina<\/span><\/a><span style=\"font-weight: 400;\"> and<\/span><a href=\"http:\/\/www.cedr.us\/papers\/working\/CEDR%20WP%202011-2%20Teacher%20Training%20%289-26%29.pdf\"> <span style=\"font-weight: 400;\">Washington State<\/span><\/a><span style=\"font-weight: 400;\"> came to similar conclusions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The implication can\u2019t be overstated: If states can\u2019t identify meaningful differences in teacher effectiveness between programs, it\u2019s as good as having no information at all.<\/span><\/p>\n<p>We look forward to the time when this analysis is wrong, but at this point the sobering reality is that none of the current measures &#8212; whether inputs or outcomes &#8212; can guarantee a teacher will be ready on Day One.<\/p>\n<p><span style=\"font-weight: 400;\">For the full article, see <\/span><a href=\"http:\/\/www.realcleareducation.com\/articles\/2016\/02\/02\/our_failed_investments_in_teacher_preparation.html\" target=\"_blank\"><span style=\"font-weight: 400;\">http:\/\/www.realcleareducation.com\/articles\/2016\/02\/02\/our_failed_investments_in_teacher_preparation.html<\/span><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a recent article in RealClear Education, Ashley LiBetti Mitchel and Chad Aldeman explore the difficulty with evaluating teacher preparation.
