{"id":449,"date":"2011-07-21T19:47:02","date_gmt":"2011-07-21T23:47:02","guid":{"rendered":"http:\/\/coreeducationllc.com\/blog2\/?p=449"},"modified":"2012-04-26T20:21:35","modified_gmt":"2012-04-27T00:21:35","slug":"reform-through-sustained-union-management-collaboration","status":"publish","type":"post","link":"https:\/\/www.coreeducationllc.com\/blog2\/reform-through-sustained-union-management-collaboration\/","title":{"rendered":"Reform through Sustained Union-Management Collaboration"},"content":{"rendered":"<p>Last week, the Center for American Progress published a paper discussing an alternate path to school system reform: collaboration of stakeholders through labor-management partnerships among teachers\u2019 unions, school administrators, and school boards.<\/p>\n<p>The authors base their recommendations on six examples of how teachers\u2019 unions have been critical to improving public education systems in collaboration with administrators.\u00a0 The six districts studied have been recognized by the American Federation of Teachers (AFT) as having a \u201clengthy track record of innovation,\u201d and were chosen for this study because they \u201cappear to have institutionalized a long-term collaborative partnership between administration and the local teachers\u2019 union&#8230;\u201d<\/p>\n<p>The researchers spent extensive time talking to teachers, administrators, union officials, board members, and superintendents; reviewed archival data such as contracts, memoranda of understanding, student performance data, and internal reports.\u00a0 Based on their study, the researchers developed several conclusions and recommendations for local unions and districts who wish to engage in collaboration for school reform and improvement:<\/p>\n<p>1. Education reform and improvement must been seen as a <strong>systems<\/strong> problem.<\/p>\n<p>2. Shared decision-making must take place at <strong>both<\/strong> the district- and school-levels.<\/p>\n<p>3. Successful union-management collaboration must focus on substantive areas affecting the <strong>quality<\/strong> of teaching or student achievement.<\/p>\n<p>4. Peer-to-peer <strong>networks<\/strong> must be developed to facilitate ongoing professional development and support.<\/p>\n<p>5. Districts must develop strong <strong>cultures <\/strong>of collaboration that inform approaches to planning, decision-making and hiring decisions.<\/p>\n<p>6. Shared <strong>learning<\/strong> opportunities are critical to building and sustaining long-term collaboration.<\/p>\n<p>7. <strong>Stability <\/strong>in leadership (union leaders, superintendents, or both) benefits school reform and improvement.<\/p>\n<p>8. Collaborative systems require the full support of <strong>school boards<\/strong>.<\/p>\n<p>9.
