{"id":425,"date":"2011-07-11T18:46:21","date_gmt":"2011-07-11T22:46:21","guid":{"rendered":"http:\/\/coreeducationllc.com\/blog2\/?p=425"},"modified":"2012-04-26T20:30:15","modified_gmt":"2012-04-27T00:30:15","slug":"inside-impact-d-c-s-model-teacher-evaluation-system","status":"publish","type":"post","link":"https:\/\/www.coreeducationllc.com\/blog2\/inside-impact-d-c-s-model-teacher-evaluation-system\/","title":{"rendered":"Inside IMPACT: D.C.\u2019s Model Teacher Evaluation System"},"content":{"rendered":"<p>In her report <em>Inside IMPACT, <\/em>Reporter Susan Headden takes a close look at D.C.\u2019s teacher evaluation system.\u00a0 IMPACT was developed by former Chancellor Michelle Rhee to address the gulf between the high rate of \u201csatisfactory\u201d teacher evaluations and student NAEP scores that were among the lowest in the nation.<\/p>\n<p>IMPACT was developed with an eye to <em>how <\/em>to teach as opposed to <em>what <\/em>to teach.\u00a0 \u201cWe focused first on pedagogy, whereas most other reforms focused on curriculum,\u201d says Scott Thompson, director of teacher effectiveness strategy for DCPS.\u00a0 Though there is still debate across districts and states about what the definition \u201cgood teaching\u201d is, IMPACT has set forth the nine \u201ccommandments\u201d for good teaching:<\/p>\n<p>Lead well-organized, objective-driven lessons.<br \/>\nExplain content clearly.<br \/>\nEngage students at all learning levels in rigorous work.<br \/>\nProvide students with multiple ways to engage with content.<br \/>\nCheck for student understanding.<br \/>\nRespond to student misunderstandings.<br \/>\nDevelop higher-level understanding through effective questioning.<br \/>\nMaximize instructional time.<br \/>\nBuild a supportive, learning-focused classroom community.<\/p>\n<p>IMPACT is a numerically-based system that relies heavily on classroom observations (35%) and student performance data (50%).\u00a0 For teachers in untested grades or subjects, their classroom performance accounts for 75% of their score.\u00a0 Teachers are observed five times per year; three times by a school administrator and twice by an outside teacher in the same discipline (called a Master Educator).\u00a0 All visits except for one by an administrator are unannounced.<\/p>\n<p>Headden finds that IMPACT has had mixed results on teacher attitudes:\u00a0 they either go forth \u201cencouraged and re-energized,\u201d or head to the new school year \u201cfrustrated and scared.\u201d\u00a0 To dig deeper, Headden went inside the teacher evaluation process, talked with teachers, sat through classroom observations and their follow-up conferences, and spoke with the D.C. administrators responsible for developing and implementing the program.<\/p>\n<p>To read Headden\u2019s full report and read her recommendations for improving IMPACT, visit <a href=\"http:\/\/www.educationsector.org\/publications\/inside-impact-dcs-model-teacher-evaluation-system\">http:\/\/www.educationsector.org\/publications\/inside-impact-dcs-model-teacher-evaluation-system<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In her report Inside IMPACT, Reporter Susan Headden takes a close look at D.C.\u2019s teacher evaluation system.\u00a0 IMPACT was developed by former Chancellor Michelle Rhee to address the gulf between the high rate of \u201csatisfactory\u201d teacher evaluations and student NAEP scores that were among the lowest in the nation.
