Finn, Jr. of the <a href=\"http:\/\/www.edexcellence.net\/\">Thomas B. Fordham Institute<\/a> believes that <a href=\"http:\/\/www.smarterbalanced.org\/\">Smarter Balanced<\/a> and <a href=\"http:\/\/parcconline.org\/\">PARCC<\/a>, the two federally-backed Common Core assessment consortia, will lose their place over the next few years to the comprehensive testing apparatus of <a href=\"http:\/\/www.collegeboard.org\/\">College Board<\/a>\/<a href=\"http:\/\/www.ets.org\/\">ETS<\/a> and <a href=\"http:\/\/act.org\/\">ACT<\/a>\/<a href=\"http:\/\/www.pearson.com\/\">Pearson<\/a>.<\/p>\n<p>In a new opinion piece for the Fordham Institute\u2019s education blog, the <a href=\"http:\/\/www.edexcellence.net\/commentary\/education-gadfly-daily\/flypaper\/\">Flypaper<\/a>, Finn admits he may of course be wrong in his prediction, but feels that there have been enough indicators recently that he feels \u201cobligated\u201d to make his prediction known.<\/p>\n<p>Essentially, he argues that the process of implementing testing on such a wide scale as will be demanded by the Common Core will be a very difficult one. Currently, Smarter Balanced and PARCC are \u201cstruggling with organizational structures, governance, post-federal financing, test-development agonies, uncertain costs, conflicting views of \u2018cut scores,\u2019 and all manner of other puzzles.\u201d Since College Board\/ETS and ACT\/Pearson are already so well placed in terms of \u201cinfrastructure, relationships, and durability\u201d in the testing game across the nation, Finn believes that they will have a much better chance in the long run of being the ones to manage Common Core testing.<\/p>\n<p>He does not speculate on whether these two testing services will be a part of creating computerized testing that truly institutes \u201c \u2018next-generation\u2019 tests that probe deeper understanding and more sophisticated (\u2018higher-order\u2019) skills in more revealing ways.\u201d He also does not suggest that Smarter Balanced and PARCC will vanish from the scene; he instead offers the possibility that they would become advisory boards that work with College Board\/ETS and ACT\/Pearson to implement and interpret Common Core tests.<\/p>\n<p>He concludes as follows:<\/p>\n<p><i>If I\u2019m right that ACT and College Board scarf up much state business, there won\u2019t be a lot left for the consortia\u2014and they may founder. That would, of course, represent a considerable waste of federal dollars.
