{"id":1871,"date":"2012-08-28T21:41:26","date_gmt":"2012-08-29T01:41:26","guid":{"rendered":"http:\/\/coreeducationllc.com\/blog2\/?p=1871"},"modified":"2012-08-28T21:41:26","modified_gmt":"2012-08-29T01:41:26","slug":"big-city-districts-bail-on-tif-grants","status":"publish","type":"post","link":"https:\/\/www.coreeducationllc.com\/blog2\/big-city-districts-bail-on-tif-grants\/","title":{"rendered":"Big City Districts Bail on TIF Grants"},"content":{"rendered":"<p><a href=\"http:\/\/coreeducationllc.com\/blog2\/big-city-districts-bail-on-tif-grants\/money\/\" rel=\"attachment wp-att-1872\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-1872\" title=\"money\" src=\"https:\/\/i0.wp.com\/coreeducationllc.com\/blog2\/wp-content\/uploads\/2012\/08\/money.jpg?resize=221%2C128\" alt=\"\" width=\"221\" height=\"128\" \/><\/a>Three large school districts, Chicago, Milwaukee, and New York, have bailed out of Teacher Incentive Fund (TIF) grants.\u00a0 The Teacher Incentive Fund\u2019s competitive grant program aims at promoting performance-based compensation and PD for educators.\u00a0 Overall, the three districts forfeited $88 million.<\/p>\n<p>The problem?\u00a0 A lack of teacher buy-in for the grants\u2019 promises.\u00a0 Under the first round of TIF (in 2010), applicants were not required to get union sign off on applications.\u00a0 The second round that took place this year changed this rule\u2014all applicants were required to get letters of support from their teachers\u2019 unions.<\/p>\n<p>\u201cNone of these [2010 grant terminations] is a surprise, and all could have been predicted at the time the projects were submitted,\u201d said William Slotnik, founder and executive director of the Community Training and Assistance Center, who has worked with many TIF grantees over the past two years.<\/p>\n<p>In Chicago, the main problem leading to TIF grant termination was a lack of trust and collaboration. Soon after Chicago won their TIF grant, there was a change of leadership in the teachers\u2019 union, and with it a change in the level of support for the TIF promises.\u00a0 Chicago\u2019s application had promised to tie teacher compensation directly to student test scores, known as the Teacher Advancement Program (TAP).\u00a0 As a result of terminating the grant, Chicago\u2019s school district had to return $21 million dollars, which they had already received under their $35 million grant.<\/p>\n<p>New York City, on the other hand, had a good amount of collaboration after the grant was awarded, but these efforts broke down when the federal Education Department decreed that New York\u2019s application did not put sufficient emphasis on student test scores to meet grant priorities. Once this news came, negotiations broke down with the teachers\u2019 union and the school system had to pull out of the program.
