{"id":1601,"date":"2012-07-05T06:52:14","date_gmt":"2012-07-05T10:52:14","guid":{"rendered":"http:\/\/coreeducationllc.com\/blog2\/?p=1601"},"modified":"2012-07-05T06:52:14","modified_gmt":"2012-07-05T10:52:14","slug":"the-meaning-of-college-readiness","status":"publish","type":"post","link":"https:\/\/www.coreeducationllc.com\/blog2\/the-meaning-of-college-readiness\/","title":{"rendered":"The Meaning of &#8220;College Readiness&#8221;"},"content":{"rendered":"<p><a href=\"http:\/\/coreeducationllc.com\/blog2\/the-meaning-of-college-readiness\/parcc-2\/\" rel=\"attachment wp-att-1602\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-1602\" title=\"PARCC\" src=\"https:\/\/i0.wp.com\/coreeducationllc.com\/blog2\/wp-content\/uploads\/2012\/07\/PARCC-300x164.jpg?resize=194%2C111\" alt=\"\" width=\"194\" height=\"111\" \/><\/a>What does it mean to be \u201ccollege ready?\u201d\u00a0 This is the question that became the center of debate at the June meeting of leaders from the Partnership for Assessment of Readiness for College and Careers (PARCC), one of the consortia tasked with creating assessment systems for the new Common Core.\u00a0 The meeting was held to discuss a draft definition of college readiness in mathematics and English Language Arts that would form the basis for the assessments.<\/p>\n<p>Three hours of discussion by three dozen K-12 and higher education representatives from 18 states didn\u2019t provide the necessary consensus for approving the definition, so the statement will undergo further revision and a vote before its release.<\/p>\n<p>The draft discussed at the meeting would deem students \u201ccollege ready\u201d if they score at \u201cLevel 4\u201d or above on a five-level test.\u00a0 Level 4 would pegged to the \u201cproficient\u201d level on the National Assessment of Educational Progress and be set so that 75% of students who reached that level would earn Cs in entry-level, credit-bearing courses in English composition and literature, or college algebra and introductory statistics.<\/p>\n<p>For the 11th grade test, scoring at Level 5 would mean that students are \u201cvery likely to succeed\u201d in those courses, and scoring a 4 would mean they are \u201clikely to succeed,\u201d according to the draft statement. Those who score 3s \u201cmay succeed,\u201d while 2s are \u201cunlikely to succeed and 1s \u201cvery unlikely\u201d to do so.<\/p>\n<p>As soon as these guidelines were unveiled, a heated debate began.\u00a0 Some attendees questioned whether the likelihood of earning a C was a good proxy for college success.\u00a0 Before this meeting, the discussions had been around Level 4 being set for 67% of students would earn B\u2019s in college-level courses; this changed because higher education representatives agreed that a C is a passing grade.<\/p>\n<p>Much of the debate centered on the proposed language to describe students\u2019 level of mastery. \u00a0One revision that was floated before the group, focusing on the potential need for intervention or supports for students who scored 3 or below, drew a frustrated response from some board members.<\/p>\n<p>Tony Bennett, the commissioner of education in Indiana, questioned why the test had to have five scoring levels if Level 3 would invite remediation in high school or college. He pushed for four levels, with a clear \u201ccollege ready\u201d determination at Level 4.<\/p>\n<p>Some participants in the meeting found the meaning of a Level 3 score problematic to explain to lawmakers and others in their home states. \u00a0\u201cIn most people\u2019s minds, college readiness is either you are or you aren\u2019t,\u201d said Stan W. Heffner, Ohio\u2019s superintendent of schools.
